Policy Guidelines from the Metropolitan Police- Film Unit

Introduction:

The purpose of this document is to provide clarity for productions and camera vehicle companies that plan to film on the move in London, as to when a police presence is and is not required during filming. It also provides the same guidelines to Borough Film Services

Lowlife terms and conditions


A confirmed "Booking" requries an Email detailing day, date, contact name, location and call time (If known). This Email also acknowledges acceptance of "our" terms and conditions.
 
All prices quoted are for a "Ten" hour working day.

Cancelation
Less than 48 hours notice full payment is required

Payment Terms
Prompt Payment to be received 7 days after receipt of invoice please. (interest charges apply)

Health and Safety
 
ATTENTION OF UNIT PERSONNEL & PRODUCTION SAFETY RULES & PROCEDURES- CAMERA TRACKING VEHICLES

LOW LOADER TRACKING TRAILER/ PROCESS TRAILER
  1. 8 crew members maximum- is the safe and insured carrying capacity on the Low Loader working area- fewer crew the better. If there are more than 4 artists within the Action Vehicle, we must be informed prior to shoot.
  2. First Assistant or equivalent person to always be on the Low Loader. This person is to have full control- the driver will only accept instructions from him\her. There should be a crew member riding with the driver relaying walkie talkie or mobile phone whilst driving.
  3. All crew riding on the vehicle must be in a secure position behind the safety rails or wearing a safety harness; if a crew member has to stand whilst driving they should be wearing a harness. Crew must be in straps on the raised crew seating area. Harnesses should be fitted with 2 lanyards and it should not be possible to fall from the vehicle whilst wearing a harness- if it is possible, it has not been fitted correctly.
  4. No crew should jump from the vehicle whilst it is moving. No sitting on the hand rails.
  5. Use as low a speed as possible, if high speeds are necessary you must decrease the number of crew on the vehicle. When working on busier, faster roads, the traveling speed of the Low loader may need to be increased to keep in the flow of traffic.
  6. The horn will sound when the vehicle is moving away
  7. Stopping of the vehicle must be in the safest possible place considered by the driver or as directed by the police officers or location manager.
  8. Police permission must be obtained for all camera tracking on the public highway. If the vehicle exceeds legal road width of 2.55m maximum ie. when the extension platforms are in use a police escort is required in the interests of everyones safety! Platform use is not advised for inner city areas. Routes should be approved, especially for tunnels and major roads.
  9. There must be a planned route which is to be received by our driver and location manager on the day.
  10. No white light to be shown at the rear of the vehicle, especially at night- they must be flagged off as required.
  11. A lot of work undertaken has a risk element and our engineers, mechanics and tracking vehicle drivers must have the authority to ensure total safety at all times. This especially applies to wearing a safety harness- enforced for crew safety only.
  12. Please note that the Low Loader has to conform with EU TACO Drivers Hours Regulations, this may mean interruptions in the filming but very unlikely. Please check with the driver on the day. It is also advisable not to call the Low Loader too early- ie. Calling AM when it is not required until PM. If we are working concurrent days, sufficient daily breaks must be taken. Please always inform us of your approximate working day prior to our shoot.
  13. General good housekeeping on the Low Loader should be adopted, equipment stowed correctly and work areas kept tidy. Mobile phone use should be kept to a minimum.

No Smoking on the Low Loader whilst rigging or shooting please!

Safety of the crew and other road users takes precedence over all other factors. Please note: Acceptance of these rules must be confirmed on the Health and Safety Conformation form- Which should appear on the call sheet together with these safety instructions.
 
ALL CREW TRAVELLING ON LOW LOADER MUST BE AWARE OF THE ABOVE

Every crew member has a responsibility for his own and other crew members safety at all times.

The loading of the action vehicle upon the Low Loader must be under the direction of and secured by the Low Loader Driver/ Technician AT ALL TIMES.
